When the value of fresh food is realized.

What is the message when a community must put up eight foot fences around a community garden. Obviously a needed structure for reasons that would cause such expense. Is this food security? A far cry from the many mid-season abandoned plots of community gardens in my area, and on the other hand, complete garden harvests stolen in one night.
